Tourism as a Driver of Development on Montenegro’s Coast

Tourism is part of everyday life on Montenegro’s coast. It supports jobs, creates opportunities for local businesses and helps young people build careers where they live. Hotel investment delivers lasting value when it improves the visitor experience, extends the season and creates business opportunities beyond the summer months.

According to MONSTAT, coastal destinations accounted for 92.6% of all tourist overnight stays in Montenegro in 2025. The coast is therefore where most of the country’s tourism activity takes place.

For local residents, that figure raises practical questions: how many months of the year can they count on work? Can they develop their own businesses? What opportunities are there to learn and progress? The answers depend on how tourism develops and how far the season extends beyond the busiest summer months.

Opening a Hotel Is the Start of a Long-Term Commitment

Building a hotel involves designers, contractors, skilled tradespeople and equipment suppliers. Once it opens, another phase begins: the day-to-day work that continues through every subsequent season.

Hotel operations require receptionists, chefs, waiters, housekeeping teams, maintenance staff, purchasing and sales professionals. They also create demand for food supplies, transport, equipment servicing and many other services.

This opens opportunities for local businesses and people with different skills. How much the local community benefits depends on the availability of qualified staff, the quality of services and a willingness to develop lasting working relationships.

For employees, the opportunity to gain knowledge and take on greater responsibility is particularly valuable. Experience acquired in a kitchen, at reception, in sales or in hotel management carries forward into future seasons.

Hotel Development in Bijela and Kumbor

Carine has developed its hotel portfolio on the Herceg Novi Riviera in several stages. Hotel Delfin in Bijela was renovated and opened in 2004, Hotel Park opened in 2016, and Hotel Kumbor in 2019. Further investment has expanded accommodation capacity and improved facilities.

Today, these three hotels offer a combined total of 774 rooms: 201 at Delfin, 282 at Park and 291 at Kumbor. Accommodation is complemented by restaurants, swimming pools, spa centres, hotel beaches and meeting facilities.

This range of facilities allows the hotels to welcome families, independent travellers, organised groups and business guests. For the destination, the value lies in attracting visitors with different reasons to travel—and at different times of the year.

A Season That Includes Spring and Autumn

Delfin, Park and Kumbor operate from April to November, extending their offer into the months before and after the peak summer season.

A longer operating period creates opportunities to spread work in tourism, purchasing, transport and maintenance across more of the year. It can help local businesses plan ahead and provide employees with longer periods of employment.

This requires careful preparation: advance accommodation sales, available flights, organised arrivals and activities suited to spring and autumn.

Carine has long-standing relationships with European tour operators and welcomes guests from France, Germany, Poland, the Baltic countries and the wider region. Organised arrivals, including charter flights to Tivat, connect the hotels with markets where holidays are planned months in advance. A good guest experience and the trust of business partners help sustain that demand from one season to the next.

Business Events Broaden the Coast’s Appeal

Conferences, seminars, training programmes and professional gatherings provide additional reasons to visit the coast. They can also take place in spring and autumn, allowing participants to combine a business programme with time to explore the destination.

Delfin, Park and Kumbor offer conference and meeting spaces alongside accommodation and leisure facilities. Carine DMC supports organisers with transfers, group transport, excursions and programmes for their stay.

Further opportunities are planned at Carine Resort Medun in Baošići. The project, currently under development, includes 811 rooms and suites and a main conference hall covering 1,000 square metres. These facilities will create scope to attract larger business events and further develop Herceg Novi’s conference offer.

Development That Keeps Pace with Local Needs

More visitors also mean greater demand for water, energy, waste collection and reliable transport. These services affect both the quality of a visitor’s stay and residents’ everyday lives.

Hotel investment therefore needs to be accompanied by infrastructure development, care for the local environment and professional training. Well-maintained public spaces, accessible services and easier movement around a town benefit visitors and residents alike. Their quality contributes to the destination’s appeal alongside accommodation and hotel service.

For Carine, investment in the Herceg Novi Riviera continues through the daily work of its hotels: welcoming guests, developing staff, maintaining properties and preparing for the next season. The future of these hotels is closely connected to the future of the communities in which they operate.

When visitors have a reason to come in April or October, the working season can last longer. When a local business can plan an ongoing relationship, it can also plan its own growth. When employees gain skills and progress, tourism becomes a foundation for their professional future. These are the changes that reveal the lasting value of investment on Montenegro’s coast.
